How women make decisions about entrepreneurship under pro-fertility policies remains unknown. This paper investigates the impact of China’s two-child policy (TCP) on female entrepreneurship. We try the first attempt to theoretically explore female entrepreneurship under the TCP within an occupational choice model. It
reveals that the TCP can impact female entrepreneurs through three mechanisms which are the cost of raising a child, the expected productivity of women, and the gender prejudice in the entrepreneurial market. Leveraging multiple data sets, we find that the TCP decreases the first two while increasing the third one. Our empirical analysis using a difference-in-differences method finds an overall detrimental effect of the TCP on female entrepreneurship. Our findings suggest unintended effects of pro-fertility policy on women’s business formation.
